Community members have flooded local police stations, seeking protection and voicing their fears about rising insecurity. Amid the unrest, Kisumu County Commissioner Benson Leparmorijo has unveiled a strategic plan, alongside the concerted efforts of local police officers and private security firms, to restore peace and stability to Kisumu.

A Strategic Approach to Public Safety
Commissioner Benson Leparmorijo has outlined a multi-pronged approach to tackle the rising crime wave. Speaking with The Kenyan Tabloid, Leparmorijo emphasized his commitment to reestablishing security across Kisumu through heightened patrols, intelligence-based policing, and community collaboration.
- Round-the-Clock Patrols: Leparmorijo has implemented an aggressive patrol system with both uniformed and plainclothes officers on the streets day and night. “Kisumu has been divided into four security zones, each led by a commander with access to patrol vehicles and motorbikes,” he said. This reorganization allows for swift deployment and better coverage, ensuring no area is left unprotected.
- Rotating Officers to Prevent Collusion: Officers who have been stationed in the same place for over three years are now being transferred to prevent any collusion with local criminals. “Transferring officers and implementing night shifts helps us maintain objectivity and reduces the risks associated with long-term familiarity,” Leparmorijo added.
- Enhanced Response Vehicles: With the addition of six patrol cars provided by the County Government, law enforcement can now cover more ground and respond rapidly to crime scenes, reducing response times in critical moments.
Justice in Action: Cracking Down on Criminals

The county has already seen positive results from these efforts, with over 20 suspects currently facing active cases in court. Leparmorijo emphasized the importance of community participation in ensuring these cases lead to convictions. “We need residents to come forward as witnesses,” he urged. “Without witnesses, it’s harder to convict criminals. Community involvement is crucial to our success.”

Regulating Bodaboda Operators for Safety
In response to concerns about motorcycle taxi operators, or bodabodas, being used in criminal getaways, Leparmorijo has introduced new restrictions. Operators are now required to cease operations by 11 PM, except in cases of emergency. They are also encouraged to register at designated bases and wear uniforms to facilitate monitoring.
Leparmorijo stressed the need for police officers to treat riders respectfully, recognizing their role as community members. “Limiting late-night bodaboda activities will help curb their use in street crimes,” he explained, acknowledging that many operators are law-abiding citizens simply trying to make a living.
Addressing Infrastructure Challenges: Lighting and Surveillance
Leparmorijo pointed to insufficient street lighting and a lack of CCTV cameras as significant obstacles in crime prevention. Dimly lit areas often serve as hiding spots for criminals, putting residents at greater risk. He called on local businesses and the county government to invest in street lighting and surveillance systems, which he views as essential tools in Kisumu’s crime-fighting arsenal.
Kondele Police Station’s Targeted Actions Against Gangs

Kondele Police Station, led by OCS Daniel Ogechi, has been instrumental in countering the activities of the notorious “Tindo Boys” gang, which has been responsible for ambushing residents in Kisumu’s Manyatta area. Ogechi has deployed undercover officers to infiltrate hotspots and gather intelligence, enabling him to track and arrest five gang members, all of whom now face charges in court.
“Kondele is managing a population of over 10,000 with just 150 officers, but we’re committed to doing our best,” Ogechi explained. His officers have built strong relationships with locals, gaining their trust and establishing channels for sharing information. This approach, along with a “crime clock” system to track and predict criminal patterns, has been instrumental in reducing thefts and muggings.

Kisumu Central Police Station’s Progress and Private Partnerships
Over the past month, Kisumu Central has not reported any major criminal incidents, thanks to the diligent efforts of OCS Karani Njagi and his team. Njagi attributes this success to sustained surveillance and ongoing community collaboration. “We currently have ten active cases at the Milimani Law Courts, and our officers have worked tirelessly to keep the area safe,” he noted.

Njagi also praised JRS Security, a private security firm, for its ongoing support. JRS has provided patrol vehicles and shared critical intelligence, strengthening the police’s ability to respond quickly to threats.

- Youthful, Energetic Recruits: JRS recruits younger guards aged 18 to 30, prioritizing fitness and alertness. “Our younger guards are better able to stay vigilant on long shifts, ensuring better coverage,” he said.
- Training and Technology Integration: JRS not only provides regular training for its guards but also encourages clients to install CCTV cameras and electric fencing. “With digital security measures, we can detect issues immediately and dispatch our teams in real-time,” Asava emphasized.
