Exposed: Former Kisumu ICT director arrested for academic certificate forgery

The Ethics and Anti-Corruption Commission (EACC) has arrested Mr. Nick Odhiambo Migot, the former Director of Information and Communication Technology (ICT) at Kisumu County Government, for alleged forgery of academic credentials.

Migot, apprehended on Tuesday, january 14, faces multiple charges, including forgery, uttering false documents, and fraudulent acquisition of public funds. Investigations revealed that he forged a Bachelor of Science degree in Computer Science, purportedly issued by the Jomo Kenyatta University of Agriculture and Technology, and a Kenya Certificate of Secondary Education (KCSE) certificate attributed to the Kenya National Examinations Council (KNEC).

The fraudulent credentials allegedly enabled him to secure employment with the Kisumu County Government, earning a total of KES 4,656,211 in salaries over a three-year period.

Following a comprehensive probe, EACC submitted its findings to the Director of Public Prosecutions (DPP), who approved the charges. Migot is set to be charged with:

  • Forgery contrary to Section 345 as read with Section 349 of the Penal Code.
  • Uttering a false document contrary to Section 353 of the Penal Code.
  • Fraudulent acquisition of public property contrary to Section 45(1)(a) as read with Section 48 of the Anti-Corruption and Economic Crimes Act, 2003.

The suspect is currently held at Kisumu Central Police Station and is scheduled to appear in court on Wednesday, 15th January 2025.

EACC has called on public entities to bolster internal controls to detect and address forged academic documents during recruitment processes. The commission urged accounting officers to act decisively on suspected cases and forward details of implicated individuals for further investigation and legal action.

This arrest underscores EACC’s commitment to ensuring accountability and integrity in public service.
