The East African Community has unveiled a comprehensive regional framework designed to accelerate artificial intelligence development across the bloc, marking a significant step toward positioning East Africa as a competitive player in the global digital economy.

The framework, announced this week, establishes shared guidelines for AI governance, research collaboration, and infrastructure investment among EAC member states. It aims to create a unified approach to harnessing AI for economic growth while addressing concerns around ethics, data privacy, and workforce displacement.

What the Framework Covers

The initiative brings together Kenya, Tanzania, Uganda, Rwanda, Burundi, South Sudan, and the Democratic Republic of Congo under a common vision for AI adoption. Key focus areas include building data infrastructure, supporting local AI talent development, and creating harmonized regulations that encourage innovation without compromising safety.

Officials say the framework will also address the digital divide between urban and rural communities, ensuring AI benefits reach underserved populations across the region. Cross-border data sharing protocols and joint research programs are among the priority areas identified for immediate action.

Why It Matters for Kenya

Kenya stands to benefit significantly as one of the region’s most advanced tech ecosystems. Nairobi’s thriving startup scene and growing pool of tech talent position the country as a natural hub for AI-driven innovation under the new framework.

However, the recently suspended Microsoft data centre project has raised questions about Kenya’s readiness to support large-scale AI infrastructure. Energy supply challenges remain a key bottleneck that policymakers must address to fully capitalize on the regional initiative.

The EAC framework comes as African nations race to catch up with global AI developments, with the African Union also pushing for continent-wide coordination on technology policy.
