Cabinet Secretary for National Treasury and Economic Planning, John Mbadi, presided over the launch of the Ksh. 287 million Awach Water Project on Saturday, December 21. The ambitious initiative aims to provide clean and accessible water to over 100,000 residents of Seme within 15 months.

The project is a collaborative effort between the National Treasury’s Financing Locally-Led Climate Action (FLLoCA) program and the Kisumu County Government. The Treasury has contributed Ksh. 187 million towards the initiative.

Commitment to Accountability

Speaking during the event, Mbadi emphasized the government’s zero-tolerance stance on project delays and corruption.

“We don’t want to hear of project delays or unnecessary variations. This is how the country has suffered—contractors colluding with unscrupulous officials to inflate costs. Kenyans pay taxes, not for a few individuals to squander, but for meaningful development. Contractors must deliver these projects on time,” he asserted.

Electricity Connectivity and Health Initiatives

Mbadi also addressed the region’s low electricity penetration, which stands at less than 40% compared to the national average of 76%. He announced that funds have been allocated for the Last Mile Connectivity project, which will prioritize underserved villages in Luo Nyanza.

“Our people will get connected to electricity. I urge MPs to list the villages that need this service. If there’s a delay, let me know. I control the funds,” Mbadi stated.

On healthcare, he reaffirmed plans to elevate Jaramogi Oginga Odinga Teaching and Referral Hospital to a Level 6 facility. Despite challenges related to pending bills, he expressed confidence in securing approvals with the support of the President and the Ministry of Health.

Progress in Environmental Conservation

Mbadi highlighted Kenya’s commendable environmental conservation achievements, recognized by international institutions like the World Bank and the German and Swedish governments, which are supporting related projects.

“Our efforts in environmental conservation are making a global impact. This water project is part of those efforts and will be life-changing for Seme residents,” he remarked.

Local Leadership Endorsements

Kisumu County Deputy Governor Dr. Mathew Owili lauded the project, noting its potential to solve long-standing water shortages in the area. Seme MP James Nyikal also applauded the Kenya Kwanza administration, emphasizing the government’s commitment to addressing essential needs like water.

Kisumu County’s CEC for Water, Environment, and Natural Resources, Judith Oluoch, revealed that the county is implementing 16 water projects to enhance access across the region.

“This project demonstrates our resolve to ensure every resident in Kisumu has access to clean water. It’s a vital step towards addressing water challenges in Seme,” Oluoch said.

A Promising Future for Seme

The Awach Water Project symbolizes the government’s dedication to tangible development. With this project expected to deliver clean water to over 110,000 residents, Kisumu County is set to witness improved health, economic growth, and quality of life for its people.

“This government is changing lives through action. When completed, this project will prove that development is not just talk—it’s happening on the ground,” Mbadi affirmed.
