Staff at Jaramogi Oginga Odinga Teaching and Referral Hospital (JOOTRH) will receive their salaries by Friday, September 26, 2025, following the facility’s full transition into a Level Six national referral hospital under the national government.

Speaking to the media at the hospital on Tuesday, Transition Committee Chair James Ntabo assured workers that delayed salaries would now be a thing of the past, noting that their remuneration will henceforth come directly from the National Treasury.

“The government has categorized JOOTRH as a Level Six facility, meaning staff salaries will now be paid without delays, just like in KNH, MTRH, and KU hospitals. The issue of delayed pay is behind us,” Ntabo declared.

He explained that the transition process, which is being overseen by a Ministry of Health-appointed committee, has been carefully handling matters touching on staff welfare, human resources, and asset management.

“We have discussed at length HR issues, especially as workers shift from county to parastatal employment. We have also examined assets movable and immovable including land, vehicles, and machinery, to ensure nothing is lost or mismanaged during this process,” he said.

Ntabo stressed that the committee would safeguard the hospital’s assets until a new board is formally constituted, adding that the transition is guided by national laws on planning and budgeting.

Acting CEO Joshua Okise confirmed that the team had also reviewed various legal agreements with partners to ensure a smooth handover.
“Today we concluded discussions on pending agreements and their authenticity as part of finalizing transition matters,” Okise said.

The Ministry of Health transition committee, composed of experts in HR, finance, and planning, has been tasked with steering the six-month process that will see JOOTRH fully integrated into the national referral system.
