Kisumu Governor Professor Peter Anyang’ Nyong’o has called on President William Ruto to allow county governments to fully manage devolution, arguing that agencies like the Kenya Urban Roads Authority (KURA) and the Kenya Rural Roads Authority (KERA) are unnecessary if the national government truly embraces the spirit of devolution.

In a strongly worded statement, Nyong’o expressed frustration over the ongoing dispute between county and national governments regarding the management of road funds. He emphasized that counties should have the autonomy to oversee these funds and the necessary infrastructure projects.

Nyong’o also accused the national government of failing to efficiently manage critical health facilities, singling out Kenyatta National Hospital as an example. He pointed out that counties have been far more effective in running healthcare services, a responsibility they have successfully managed since devolution was enacted.

“The truth is that the Ruto regime has decided to roll back the clock to pre-devolution times, reminiscent of the Nyayo era,” Nyong’o asserted. “The 2010 Constitution is an obstacle to its regressive agenda, which threatens not only devolution but the very foundation of a democratic and developmental state.”

In his letter, which was shared with the media on Tuesday, Nyong’o warned the Council of Governors and other progressive forces in Kenya to resist any attempts to undermine devolution. He stressed that the gains of the second liberation must not be sacrificed by the current government.

Nyong’o’s comments come amid tensions between the national government and county leadership, with Siaya Governor James Orengo also voicing criticism of President Ruto during a recent public appearance. Orengo accused Ruto of failing the people of Kenya, particularly during a funeral in Rarieda, Siaya County, where he openly criticized the government’s performance.

Nyong’o’s statement underscores growing concerns about the future of devolution and the direction of governance under the current administration.
