President Ruto breaks ground on KSh120 billion LV Marina in Kisumu, unveils affordable housing drive

In a landmark move set to reshape Kenya’s urban landscape, President William Ruto today officially launched the development of affordable housing units at the expansive KSh120 billion LV Marina project in Kisumu County. The initiative, dubbed LV Point, marks a bold commitment to inclusive growth and sustainable urbanization at the heart of the Lake Victoria region.

Speaking at the groundbreaking ceremony, President Ruto hailed the LV Marina project as a transformative venture that aligns with his government’s vision of delivering dignified, affordable housing while spurring economic development.

“This is the kind of ambition and vision that will shape the next generation of our country’s progress,” said President Ruto.

Situated on a 276-acre parcel on the shores of Lake Victoria, LV Marina is a privately governed, masterplanned waterfront city, the first of its kind in Kenya. Developed by GulfCap Real Estate, the project integrates residential, commercial, recreational, and tourism elements into a self-sustaining ecosystem aimed at unlocking long-term investor value, job creation, and urban mobility.

LV Marina is strategically located just five minutes from Kisumu International Airport along the Kisumu–Busia Road, positioning it as a prime investment destination and a gateway for regional and international connectivity.

AFFORDABLE HOMES AT THE CORE
The government has set aside a dedicated section of the development for the Affordable Housing Programme (AHP), with LV Point expected to deliver a mixed-income neighbourhood featuring civic amenities, retail outlets, green public spaces, and modern infrastructure. The move aims to uplift thousands of families while anchoring broader economic activity through SME support and job creation.

Phase 1 alone is expected to generate thousands of construction jobs, while also setting a benchmark for green, inclusive development in Kenya and beyond.

A HUB FOR TOURISM AND TRADE
Beyond housing, LV Marina is envisioned as a major destination for Meetings, Incentives, Conferences, and Exhibitions (MICE), as well as eco-tourism. With waterfront hotels, leisure zones, and public venues in the pipeline, the project seeks to establish Kisumu as a continental hub for tourism, commerce, and cultural exchange.
